General offices of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, and general offices (offices) of ministries and commissions under The State Council:

The revised Regulations of the People's Republic of China on the Disclosure of Government Information (hereinafter referred to as the New Regulations) have come into effect on May 15, 2019。The new regulations are more optimized for the voluntary disclosure of statutory content, more complete procedures for applying for disclosure, more rigid responsibility constraints of administrative organs, and correspondingly, new requirements are also put forward for the annual report on government information disclosure work。Article 50 of the new regulation stipulates: "The competent authorities of the national government information disclosure work shall publish the unified format of the annual report on the government information disclosure work and update it in a timely manner."。According to this requirement and authorization, the Government Information and Government Affairs Openness Office of The General Office of the State Council, on the basis of extensive consultation, formulated the Annual Report Format of the People's Republic of China's Government Information Openness Work (Trial).。The relevant matters are hereby notified as follows:

First, speed up deployment

The annual report on the work of government information disclosure involves a large number of administrative organs and a wide range of administrative organs, and the statutory reporting time limit of each administrative organ is two months earlier than before。This year's annual report on the work of government information disclosure was released, with a tight schedule and heavy tasks。The competent departments of government information disclosure should pay close attention to the deployment and ensure that the provisions of the new regulations on the annual report on government information disclosure work are implemented。

Second, orderly connection

This year is the first year of the promulgation and implementation of the new regulations, and relevant work has a process of connecting the old and the new。Based on this objective reality, the annual report on government information disclosure work in 2019 is encouraged to be released in accordance with a unified format, and if there are real difficulties, it can be released with reference to the unified format。In order to reflect the guidance, the Government Information and Government Affairs Openness Office of The General Office of the State Council will take the release in accordance with the unified format as an incentive evaluation indicator in the annual evaluation work。

Third, strengthen guidance

The Annual Report Format of Government Information Disclosure of the People's Republic of China (Trial) puts forward many new requirements for the annual report format of government information disclosure, involving a large amount of data summary and collation, and is highly professional。The competent departments of government information disclosure work should earnestly strengthen the work guidance, especially the guidance of the competent departments of government information disclosure work at lower levels, to ensure the implementation of various requirements。

Fourth, summarize and improve
